Depends on what you call a biscuit. A hard one with cornflakes – no a biscuit not a cookie. Or a soft one with cream and jam? That is a scone not a biscuit.
it is so easy to make biscuits yet it has been years since i made them. and i don't mean the british biscuit/cookie
